Phil grew up in eastern Henrico County, graduated from Benedictine High School and attended Virginia Commonwealth University. He received his Doctorate of Veterinary Medicine from Tuskegee University in 1995. His special interests are soft tissue surgery and chronic pain management. When not working, Phil enjoys spending time with his two daughters and enjoying the outdoors.
